Passenger transportation as a Common Carrier over Irregular Routes, providing service in the Cities of Charlottesville, Colonial Heights, Fredericksburg, Hopewell, Norfolk, Petersburg, Richmond, and Williamsburg, Virginia, and in the counties of Amelia, Buckingham, Charles City, Chesterfield, Cumberland, Dinwiddie, Fluvanna, Goochland, Hanover, Henrico, Louisa, New Kent, Nottoway, Powhatan, Prince Edward, Prince George, and Richmond, Virginia. 2. The transportation of Medicaid recipients throughout the Commonwealth of Virginia as a Non-Emergency Medical Transportation Carrier as defined in Section 46.2-2000 et seq. of the Code of Virginia.
